Ms. Tootsie's RBL (Restaurant Bar Lounge) started as a no-frills soul food café with kickin' Southern cuisine. Owner and entrepreneur Keven Parker has expanded the concept (and taken over adjacent space) to include a sexy lounge and restaurant scene---with the same food but a seriously upgraded ambience. We recommend the fried chicken, the gooiest macaroni and cheese, crisp fried catfish and the caramelized yams so sweet they taste like dessert. Double Dare You chocolate cake and coconut cake are among finales. Parker also owns Ms. Tootsie's 2Go and Simply Delicious Catering.
