This diamond in the rough---the restaurant sits on a gritty block that houses the bus station near Market Street East---is a dumpling lover's heaven. If you've never tried soup dumplings, a Shanghai specialty, they're both a challenge to eat and addictive once you've managed your first. Called Shanghai steamed bun on most menus, these little purses of dough are filled with steaming hot soup and savory bits of ginger-scented pork or crab meat. While dumplings are the main event, equally good are soups brimming with hand-shaved noodles and flavored with seaweed, cabbage, chives and pork. Skewers of salt-baked shrimp, a good scallion pancake and stir-fried rice dishes are all tasty options offered at less than $7. Clean and neat inside, with a peek-a-boo kitchen and prep area where you'll see cooks cutting noodles and fashioning dumplings by hand, Dim Sum Garden is a great bargain---and it's BYOB.
