Avenue C is also known as Loisaida, and Puerto Rican cuisine still reigns there with Adela Fargas as queen. Since 1973, she's been cooking up rotisserie chicken so tender it falls apart on the fork. The kitchen dishes out pernil (shredded roast pork) and beef stew with mugs of soupy beans to pour over fluffy rice. Between the blaring Spanish soap operas and whirring blender churning out frothy batidas (fruit milkshakes), don't expect intimate conversation.
